Would Americans make concessions? The end result of a merger would require Congress to possibly repeal or amend The Permanent Appropriations Act of 1929. Repealing the Permanent Apportionment Act of 1929 could increase the number of members in the House of Representatives or lead to a new method of allocating Congressional Members.

Congress may also have to revisit the structure of American fiscal federalism to realign U.S. fiscal policy for the addition of Canada.
